Parker's Name and Mission Statement Changes
Parker alumni were randomly selected to complete a survey concerning the proposed name and mission statement changes for Parker College. Participation in this survey was high, assuring the institution that the Parker alumni population was well represented in the results collected.

The effort to change both the mission statement and name is a long and multifaceted process, with this survey being only the first of many milestones to complete. Currently, Parker College is working from a timeline that calls for completion of the entire process by April 2011, so it is clear that there are still many steps to take.

In the interest of open communication with our alumni, Parker College would like to share a summary of the results from this survey. Regarding the question surrounding the mission statement, the majority voted for the second option. The second option was presented in the survey as:

Parker College is committed to providing the students, patients, and wellness professionals we serve with the knowledge, experience, health, and well-being to realize their full potential through education, research, and service.

Members of the Student Senate, Parker College Board of Trustees, Cabinet, and Faculty Senate then met to take this statement and improve it with only a few slight changes. The final proposed mission statement is:

Parker University is committed to providing the students, patients, and wellness professionals we serve with the knowledge and health care experiences to realize their full potential through a dedicated focus on education, research, and service.

It is important to reiterate that this mission statement was proposed for the entire institution and that the doctor of chiropractic program would continue to maintain the existing mission statement as stated below:

To educate individuals in chiropractic wellness to be leaders in education, research, and service as primary care physicians and gatekeepers for direct access to the health delivery system.

Regarding the question surrounding the name change, the majority voted for the name to be changed to Parker University, with the College of Chiropractic, School of Graduate Studies, School of Undergraduate Studies, and the School of Massage Therapy all falling under the name of Parker University. Therefore, based on these survey results, discussions with leadership from chiropractic schools that have already completed this transition, and countless other experts in both chiropractic and education, the board of trustees unanimously voted with the majority to accept the mission statement and name change as described above. The next step involves application to numerous state and federal agencies for approval. As Parker College continues through this process, we will update you on any further developments or changes.

Trial Court Ruling on Scope of Practice
As some of you may have heard, the Texas Board of Chiropractic Examiners was sued by the Texas Medical Association in September 2006. The lawsuit challenges the chiropractic board’s rules that permit chiropractors to perform needle electromyographies (EMGs), to perform manipulations under anesthesia (MUAs), and to make diagnoses. The college believes that the chiropractic board’s rules accurately reflect the scope of practice for chiropractors stated in the Texas Chiropractic Act. The rules for other procedures, like acupuncture, have not been challenged in this lawsuit.

On November 24, 2009, the trial court in Austin granted a summary judgment concluding that needle EMGs and MUAs are not within the scope of practice for chiropractors. The Texas Board of Chiropractic Examiners has published a statement about that rulingPDF. The board indicates that it plans to appeal that ruling, the court’s ruling is not final, and the court order does not immediately prohibit chiropractors from performing MUAs and needle EMGs. The board does not plan to penalize chiropractors who perform MUAs and needle EMGs until the board is required by a final order to impose penalties.

In addition, the chiropractic profession may ask the Texas Legislature to amend the Texas Chiropractic Act and clarify that needle EMGs, MUAs, and diagnosis are within the scope of practice. The trial court’s ruling is based on the current act, so the ruling will not apply if the act is amended by the legislature.

The Texas Chiropractic Association has intervened in that lawsuit to support the Texas Board of Chiropractic Examiners. If you wish to support their efforts, you may find additional information at Texas Chiropractic Association.
